Ledyard Police Blotter, July 16-28

The following arrests were recorded at Connecticut State Police Troop E. An arrest does not constitute a conviction and all are innocent until proven guilty.

Arrests

July 16

Zachary Benjamin Ramos, 19, of 1500 Route 12, violation of probation, $20,000 bond. According to Connecticut State Police Troop E, the Ledyard Police Department arrested Ramos and a woman on charges of disorderly conduct after responding to a domestic dispute and found that Ramos had an active warrant for his arrest.

July 19

Adam Mussman, 28, of of 276 Pierremount Ave., New Britain, was arrested by Ledyard Police after officers responded to Country Club Road for report of a suspicious person and found that he was soliciting Kirby vacuum cleaner sales. He was wanted on a disorderly conduct charge by the Rocky Hill PD, so he was arrested and transferred to their custody.

Chona Decastro Morales, 46, of 25 Barry Drive, driving under the influence of alcohol or drugs, failure to drive right, no bond listed. According to Connecticut State Police Troop E, police stopped Morales after seeing her driving erratically while traveling south on Route 12.

July 23

Wakyne Sebastian, 23, of 9 Fountain Street, Norwich, driving an unregistered motor vehicle, driving without proper insurance, driving under suspension, disobeying officer’s signal, failure to notify of change of address, $1,000 bond. According to Connecticut State Police Troop E, Sebastian was riding a dirt bike on Shewville Road and initially refused to stop for police; the dirt bike was found to be unregistered and uninsured, while Sebastian was found to have a suspended license.

July 25

Mark A. Miller, 43, of 58 Avery Hill Road, driving under the influence of alcohol or drugs, traveling at an unreasonable speed, $500 bond. According to Connecticut State Police Troop E, Miller was stopped for traveling too fast on Route 214 in the area of Whalehead Road.

July 28

Christopher M. Takacas, 36, of 873 Colonel Ledyard Highway, violation of probation, $50,000 bond. According to Connecticut State Police Troop E, Takacas was arrested on a warrant.

Accidents

At about 11:16 a.m. on July 19, a 2013 Ford F-150 driven by Rachel E. Fraleigh pulled out of the Holmberg’s Orchard Store, traveled south on Route 12, and slowed to make a left turn onto Orchard Lane. A 2008 Acura TL driven by 30-year-old Jason Mandel attempted to pass to the left as Fraleigh was making the turn and struck the left fender area within the northbound travel lane of Route 12. Mandel was given a written warning for passing in a no passing zone.

At about 1:39 p.m. on July 24, a 2003 Suburu Forester driven by 16-year-old Ryan T. MacGregor was traveling too fast while turning onto Rose Hill Road and struck a tree. MacGregor was uninjured and drove on to his residence.

At about 4:31 p.m. on July 24, a 2010 Toyota Prius driven by 49-year-old Karen Moriarty of Gales Ferry pulled into the travel lane of Route 117 after turning out of the Ledyard Post Office and was struck on the driver’s side by a 2000 Lincoln Town Car driven by 58-year-old Sandra Vancompernolle of Groton. Moriarty was taken to Backus Hospital with head, neck, and back pain.

At about 6:01 p.m. on July 24, a 2010 Audi A4 driven by 24-year-old Kristian B. Dzilenski of Warwick, R.I., was entering the intersection of Route 214 and Foxwoods Blvd. when a 2001 Kia Sportage driven by 20-year-old Lindsey Mercado of Norwich struck the driver’s side after turning left off Route 214. There were no injuries, but both vehicles had moderate damage.

At about 2:24 a.m. on July 27, Ledyard Police and Connecticut State Police responded to an accident in the area of 663 Lantern Hill Road involving a 1992 Volkswagen Golf. Officers found that 25-year-old Ryan Partridge, the vehicle’s owner, was still belted into the vehicle’s front passenger seat and deceased. The other two occupants—28-year-old Michael Paolantonio and 25-year-old David Governo, both of Coventry, R.I.—were taken to Backus Hospital. Investigators determined that the vehicle was traveling south on Lantern Hill Road when it left the roadway and went down an embankment before overturning.

At about 6:54 a.m. on July 27, a 2012 Ford Focus driven by 51-year-old Delisa M. Fournier of Norwich was traveling west on Route 2 when a 1995 Jeep Grand Cherokee driven by 66-year-old Albert Dinicola made a lane change and struck Fournier’s vehicle, causing minor damage. Dinicola was issued a written infraction for failure to maintain proper lane.
